Recently heard the news that the CCP is modifying both Party and Government personnel policies. There are multiple goals: one is to cut down corruption and the assumption is, the longer one stay in the same post, the more likely he/she corrupts. The other is to encourage long term planning and cut down short-sighted practices. See editorial from ZQB.
These two goals seem to contradicting themselves. Just another example of top-down fine tuning.

事实上,同一个“任期规定”对于不同的官员群体解决的则是不同的问题。“对于市县党政官员来说,解决的是任期过短问题。”刘熙瑞说,“而对于省部级的高级官员,则是要防止任期过长,流动速度慢的问题。”
“干了10年你就必须动,把位子空出来。这时你还可以以同一级别交流到其他地方,但是,由于《任期规定》中又有同一层次职务任期不能超过15年的规定,5年后如果你还不能升的话,就要退出领导岗位,比如去做巡视员、调研员等,就‘休息’了,让更年轻的干部补充上来。”
